Happily unaccountable? Perceptions of accountability by public managers

This paper opens up the black box of agencies’ accountability relationships and zooms in on their top managers perceptions thereof. So far, very few studies have examined how agency perceive experience attempts to control public sector organizations that they manage. The seeks address this gap through a focus “felt” accountability, denoting (1) manager’s (more or less high) expectation explain substantive decisions parent department perceived, (2) less) expertise, (3) be legitimate position assess those decisions. We empirically explore two steps (using quantitative qualitative data) felt Switzerland, which presents puzzling case relatively low according survey seven established democracies (Australia, Denmark, Netherlands, Norway, Sweden, United Kingdom). Our findings point differences between regulatory non-regulatory agencies show former’s perception being weakly accountable largely stems from passive attitude ministry as official forum.
